Lists only have in them the people that you add, either individually or in bulk. It's easy to add people to lists from the person lookup tool by right-clicking on them, while editing the list, or using bulk tools.
Make lists for any purpose, even temporary ones that exist only for the current session (like tagging, but far more powerful!).
